Synopsis

Misaka's electro-manipulation skills - and her delightfully destructive railgun projectile movement - make her a rock star in Academy City. The techno-metropolis is filled with supernaturally powerful students known as Espers, including Misaka's flirtatious friend and roommate, Shirai Kuroko. She uses her teleportation skills as a member of the Judgment law enforcement team, fighting crime alongside fellow agent Uiharu. Joined by their friend Saten, a spunky Level 0 Esper, Misaka, Kuroko, and Uiharu have a blast taking on danger whenever and wherever it arises.

The Daihasei Festival is under way and the prestigious Tokiwadai Middle School, where the Ace of Tokiwadai, Mikoto Misaka reside, is one of the schools participating in this annual sports fest. However, not all are fun and games as people behind the shadows start to plot a new threat that will endanger Mikoto and the whole Academy City. After the Daihasei Festival, Mikoto and her friends find themselves being involved in multiple incidents surrounding special cards that supposedly record people's dreams.

    Academy City's Daihasei Festival is approaching, and the festival's steering committee is charged with recruiting at least two Level 5s to take the athlete's pledge during the opening ceremonies. However, getting volunteers proves to be a challenge.

Something sinister is going on in Academy City. The shadows are filled with whispers of an organization cloning super-powered students known as espers. High-ranking master of electricity, Mikoto Misaka, laughs off these stories until she comes face to face with a copy of herself. After learning that these clones - her sisters - are being systematically murdered in a series of experiments designed to turn a sadistic killer into the strongest esper in history, Misaka vows to save her copies and destroy the organization responsible for the project. As Misaka prepares to face off against the organization’s power-hungry esper, she discovers that she wasn’t the only victim of the scientific forces conspiring within the city - and that’s something Misaka and the girls of Judgement simply won’t stand for.

    With the end of summer vacation approaching, the girls plan a study session at Saten's apartment to catch up on homework. Everyone is to bring an ingredient for a potluck stew party, but most have trouble deciding what to buy, leading to some surprises.

    Edasaki is due to be discharged from the hospital, and it is learned that she will be living with Haru'ue. The move is bittersweet for Uiharu, who is losing her roommate, but she feels it is for the best. Meanwhile, a new movement is afoot in the city.

    Febri takes an instant liking to Saten, and is warm to everyone except for Misaka, much to her chagrin. At Judgment, Uiharu is unable to find any information on who Febri is, so arrangements are made to admit her into an orphanage as a "Child Error."

    As Yomikawa takes over investigating the runaway security robots, Konori invites the whole gang out to take in a bath at a bathhouse. On their way home, a number of detours lead them to a confrontation with yet another, much more dangerous runaway robot.

    With the revelation that Febri is synthetic, Misaka is determined to find whoever built her, and have them fix her. The investigation is stalled on all fronts, even with the help of her friends running down leads, until help comes from a surprise source.

Academy City is a highly developed place in terms of technology. It is said to be 20 to 30 years ahead of the rest of the world, and 80% of its 2.3 million residents are students. The focus of studies here is directed towards esper powers. Misaka Mikoto, one of the top level espers in town, shares a room with Kuroko Shirai, another high level esper who is a member of Judgement, a law enforcing agency composed of students. Both attend Tokiwadai, a private school reserved for the high-leveled and the rich. Kuroko's partner at Judgement, Kazari Uiharu, is a low level esper who studies at Sakugawa middle school. Her best friend and classmate there is Ruiko Saten, a level zero, one who has no esper powers. Together, the four encounter several adventures in the exciting scientific town.
